The office ensures that city services, programs and legislation address the needs of residents with disabilities. Individuals with disabilities can also request a reasonable accommodation regarding any City services through the 3-1-1 Action Center.

The Missouri Planning Council for Developmental Disabilities is a federally funded, 23-member council, appointed by the Governor. It is funded through the Administration on Developmental Disabilities under P.L. 106-402. The law requires that 60 percent of the council's membership consist of individuals with developmental disabilities and family members, with the remaining 40 percent made up of key representatives from state agencies that provide services and supports to people with developmental disabilities. These strict membership requirements allow individuals and families to drive the work of the council and to follow the council's mandate to plan, advocate for, and give advice concerning programs and services for persons with developmental disabilities that will increase their opportunities for independence, productivity, and integration into communities. Partners in Policymaking & Leadership Training program sponsored by the MPCDD for individuals with developmental disabilities and parents of individuals with disabilities, that trains individuals to advocate through their Senators and Representatives.

The purpose of MOSILC is to develop, sign and submit in cooperation with Vocational Rehabilitation (DVR) and Rehabilitation Services for the Blind (RSB), the State Plan for Independent Living (SPIL); to monitor, review, and evaluate the implementation of the SPIL; to support the Centers for Independent Living (CIL) and advocate for disability rights and related issues; and to gather and disseminate information, conduct studies and analyses, develop model policies, conduct training on IL issues, provide outreach to unserved and underserved populations, and to work to expand and improve Independent Living services.
